Talks at the Council of Europe Parliamentary Assembly (PACE) focused on defining cyber war related terms at the end of the second session this Friday, earning criticism from the delegation of Spain.
Delegates praised the council's civil tone and broad agreement among the EU members of the council. Spain maintained that the council’s focus on the definitions of cyber war and autonomous weapons related terms would hinder efficient discussions of pressing matters of ethics and practicality in cyber offense and security. Others cited the importance of clear definitions for a fruitful debate.
