While it was Russia's title to protect the Catholics, France seemed interested in gaining a similar power, leading to this ultimatum.
The Holy Alliance met to find a common solution on the preservation of peace, suggesting for Russia to keep the protection of the Orthodox, Christians and Ottomans, while France would maintain the protection of Catholics.
All countries supported the idea of avoiding conflict, though the question remains if each has the intention to maintain peace, or if they want the bigger piece.
